近日,在仁爱礁之外,菲律宾又频频在黄岩岛滋事。殷鉴不远,任何国家试图采取新的侵害中国主权和权益的做法,必然会遭到中国的强烈反应和反制,2012年的“黄岩岛事件”即是一个值得相关各方警醒的教训和例证。
菲欲再次挑起“黄岩岛事件”?
The Philippines Stirs Up “Scarborough Shoal Standoff” Again?
近日,菲律宾方面发表公告,“强烈谴责中国海警在黄岩岛东南部设置浮动屏障,阻止菲律宾渔船进入黄岩岛进行捕鱼和生计活动。”
Recently, the Philippine government issued a statement condemning that China Coast Guard installed a floating barrier at Scarborough Shoal to prevent Filipino fishing boats from entering the shoal and conducting fishing activities.
9月22日,菲律宾一艘公务船,在未经中方允许的情况下,擅自闯入黄岩岛附近海域,并企图冲撞黄岩岛潟湖。中国海警依法对菲方船只拦阻驱离,有关操作专业克制。
On September 22, a vessel of the Bureau of Fisheries and Aquatic Resources of the Philippines, without China’s permission, intruded into the adjacent waters of Scarborough Shoal and attempted to enter its lagoon. China Coast Guard did what was necessary to block and drive away the Philippine vessel, and the steps it took were professional and restrained.
9月25日,菲律宾海岸警卫队采取所谓“特别行动”,声称“拆除了中国安装在黄岩岛东南入口处的海上浮动屏障”。然而,事实上是中国海警已于9月23日收回了拦阻网具。
On September 25, Philippine Coast Guard declared it had executed a “special operation,” and removed the floating barrier that obstructed the southeast entrance of Scarborough Shoal that day. However, China Coast Guard had recovered the floating barrier on September 23.
菲律宾海岸警卫队发言人杰伊·塔里埃拉准将还表示:“菲律宾将继续采取一切必要措施来维持在黄岩岛的存在。”9月26日和27日,菲方继续表示,“菲律宾的目标是进入黄岩岛的潟湖,甚至要从中国手中夺回黄岩岛”。不少媒体甚至断言,如此针锋相对的举动或许导致新的“黄岩岛事件”。
Philippine Coast Guard spokesperson Commodore Jay Tarriela stated, “The Philippine are still going to consistently carry out whatever is necessary for us to maintain our presence.” On September 26 and 27, the Philippine side continue to declared, “they are aiming to enter the lagoon of Bajo De Masinloc,” and even retake Scarborough Shoal back from China. In this context, several media asserted that such a tit-for-tat move might lead to a new “Scarborough Shoal Standoff.”
时间回溯到2012年的“黄岩岛事件”,中国媒体以头版头条的方式,报道了2012年4月10日,中国渔民在黄岩岛潟湖内受到菲律宾海军侮辱的新闻,“中国海监75”号和“中国海监84”号编队赶到现场保护中国渔民。
Dating Back to “Scarborough Shoal Standoff” in 2012, a set of photographs grabbed the Chinese headline that Chinese fishermen were harassed by Philippine Navy solders on April 11, 2012. China’s Marine Surveillance ships “Haijian 75” and “Haijian 84” quickly arrived on the scene to protect the Chinese fishermen.
2012年5月3日,菲律宾派出小型公务船只进入潟湖,轮班驻守不肯离去。2012年5月底,经多轮外交渠道交涉无果,中方也派出执法小艇进入潟湖,保护中国渔民的正常捕鱼作业。
On May 3, 2021, the Philippines sent small law enforcement patrol boats into the lagoon. They took turns in entering and leaving the lagoon, to maintain a constant presence. Facing the Philippines’ provocations in Scarborough Shoal in 2012, China had tried to display restrain and goodwill. However, the Philippines fabricated new “evidence” to support its sovereignty claims over Scarborough Shoal. Until now, they still try to change the status quo.
对此,中国外交部发言人汪文斌表示,“中方坚定维护黄岩岛的主权和海洋权益,奉劝菲方不要挑衅滋事”。任何国家试图采取新的侵害中国主权和权益的做法,必然会遭到中国的强烈反应和反制,2012年的“黄岩岛事件”即是一个值得相关各方警醒的教训和例证。
Chinese MFA spokesman Wang Wenbin responded that “China firmly upholds the sovereignty and maritime rights and interests of the Huangyan Dao. We advise the Philippines not to provoke or stir up trouble.” Any attempt to adopt newactions to infringe on China’s sovereignty and maritime rights by any country will inevitably encounter strong reactions and countermeasures from China. All parties should learn from “Scarborough Shoal Standoff” in 2012.
